Parish Power in London

The National Association of Local Councils and the Government believes that parish and town councils can play a huge role in 'putting power in the hands of local people, to make key decisions that affect their local communities.

And both NALC and the Government go futher in believing that the model of parish and town councils can be translated to cities and towns across the UK. So how would this specifically affect London.
