The Code is Cracked

With the recent introduction of the revised Model Code of Conduct, the National Association of Local Councils (NALC) put together a special one off event, which was tailored to parish and town councillors, clerks and all those working with the first tier. The expert speakers on the day, from the Standards Board for England and Association of Council Secretaries, provided highly topical and timely guidance in respect of the new provisions introduced by revised Model Code, and the ethical regime within which councillors work. This was an excellent learning and training opportunity for delegates.
John Findlay, chief executive NALC, said: "It is important that members and councils are given the right responsibilities and tools in order to be able to manage the conduct of councillors effectively. It also removes the current barriers to councillors speaking up for their constituents or for the public bodies on which they have been appointed to serve.
"The new code is widely supported by local authorities, and the changes will help to maintain public confidence and trust in local government which is necessary if councils are to fulfil their leadership role."
David Prince, chief executive of the Standards Board for England, commented in his speech on the day that: "Parishes have a pivotal role to play in raising standards. Most parish and town councils are working effectively. The revised Model Code of Conduct will help parish and town councillors in their role as community leaders."
The rest of programme looked at issues around the role of monitoring officers, participation in meetings and debates, disclosure of information and bullying.
