Training does cost money and for many, having a small precept can cause difficulties finding the money for training to take place.
However willing they may be to participate, parish and town councils are acutely aware that they are spending taxpayers’ money. This may create a barrier to obtaining necessary training and skills development.
To help counter this, funding has been made available for smaller parish councils. The bursaries are for any training a Clerk may undertake that is relevant to their job and key role as Clerk to the Council.
The bursary is open to the Clerk of any Parish Council whose annual audited turnover is less than £25,000. If a Clerk is employed by several parish councils, and any one of them qualifies, then the scheme is open to them. The bursary is for 75% of the cost of a training course, up to a bursary limit of £200 (excl travel or other expenses). The bursary cannot be paid retrospectively.
The registration fee for the Certificate in Local council Administration (CiLCA) can be accepted if it is linked to any training related to the role of the clerk.
The aim of bursary fund is to encourage those parish councils for whom cost is perceived as a barrier to training, rather than a subsidy to those already going ahead, where cost has not proved to be a barrier.
