CiLCA - Certificate in Local Council Administration
The National Training Strategy has developed a customised qualification for the sector, the Certificate in Local Council Administration (CiLCA). This core skills qualification is awarded to those who submit a portfolio of evidence, within 24 months of registering, demonstrating the skills they have in local council administration.
The 2008 CiLCA portfolio guide
The qualification has recently been revised and re-launched; as from 16 April 2008 all those registering will undertake the new guide (those registering prior to 16 April 2008 will have the choice to complete the new portfolio guide or continue with the previous edition).

CiLCA Fee Structure
- Those candidates who have registered prior to 1 April 2008 will be under the existing fee structure of £70 registration and £55 to re-sit, regardless of which edition of the portfolio is submitted and how many re-sits are required to pass.
- Anyone registering from 1 April 2008 onwards will be under the new structure of £150 registration, and the revised re-sit structure of:
- 1 module £40
- 2 modules £50
- 3 or 4 modules £70
- 5, 6 or 7 modules £90
- Over 7 modules £115
- It is worth noting that it will be the date of registration detailed on the form that will be used to determine which fee structure and/or edition of portfolio guide is to be completed.
- If successfully passed, you will be written to informing you of this, enclosing your certificate. After the appropriate storage time you will be contacted and asked if you would like your portfolio returned. AT THIS POINT an additional charge of £5 payable to the SLCC would be requested to cover the costs of postage.

2008 CiLCA section 7 - The Power of Well-Being
For those students who are eligible to take section 7 in isolation (please see below) you should complete section 7, complete and attach the submittal form then post with the £15 fee to the Society head office (full submission details can be found on the form).
Eligibility to take section 7 in isolation:
- If a clerk holds the old CiLCA or AQA then section 7 in the 2008 guide must be passed as a stand-alone module
- If the clerk holds a qualification from the University of Gloucestershire section 7 in the 2008 guide must be passed as a stand-alone module
- If you do not hold any qualifications presently you are required to pass the 2008 CiLCA in its entirety.
Please note
- If you hold the 2008 CiLCA qualification then you do not need to take this section seperately as you will already have met the qualified status under the power.
- It is advised that you attend the official NTS power of well-being training module prior to completing section 7 of the 2008 portfolio guide. Access to this training is through either your local CTP and/or Society branch.
