Many parish and town councils have declared a climate emergency, but turning ambition into sustained action is the real challenge. In this session, hear how Exmouth Town Council moved decisively from commitment to delivery. After declaring a climate and ecological emergency, Exmouth took a hard look at its carbon footprint and, crucially, what it could realistically control. That work sparked a series of practical steps, from building strong partnerships with the local climate movement and investing in dedicated officer capacity to adopting a clear, deliverable climate action strategy. Crowned Climate Response of the Year at NALC's Star Council Awards 2024/25, Exmouth's experience offers honest insight into what worked, what required cultural change, and how even within limited powers and resources, town and parish councils can lead by example.
Lisa Bowman is the town clerk for Exmouth Town Council, where she supports elected members and the wider community by ensuring strong governance, effective council operations and clear, evidence‑based decision-making.
