Many parish and town councils have declared a climate emergency, but turning ambition into sustained action is the real challenge. In this session, hear how Exmouth Town Council moved decisively from commitment to delivery. After declaring a climate and ecological emergency, Exmouth took a hard look at its carbon footprint and, crucially, what it could realistically control. That work sparked a series of practical steps, from building strong partnerships with the local climate movement and investing in dedicated officer capacity to adopting a clear, deliverable climate action strategy. Crowned Climate Response of the Year at NALC's Star Council Awards 2024/25, Exmouth's experience offers honest insight into what worked, what required cultural change, and how even within limited powers and resources, town and parish councils can lead by example.
