With growing responsibilities and limited support, smaller parish and town councils need funding options that go far beyond the precept. However, the government and many principal authorities still point to uncapped precepts as a reason to avoid direct funding. Yet, at the same time, more assets and liabilities are being pushed to the local level with very little money to sustain them. For smaller parish and town councils in particular, this creates real pressure to find additional income to protect valued services and deliver community projects.
Building on the theme explored earlier this year, this follow-up event digs deeper into practical, achievable funding routes for smaller and medium-sized parish and town councils. You’ll hear how councils are successfully securing funding from a wide range of sources, using that support to maintain and protect services, run and save facilities, and deliver the projects their residents rely on.

Rural evidence and village halls manager, Action for Communities in Rural England
Deborah Clarke joined the Action for Communities in Rural England (ACRE) in 1996 as part of the 21st Century Halls for England, a Millennium Commission Project. Since 2000, she has provided the dedicated Village Hall Information and Advice Service to the ACRE Network. Her responsibilities include working with village hall advisers, representing ACRE and the interests of village halls at the national level, and managing the Rural Community Buildings Loan Fund.

Clerk, Watchet Town Council
Jo Grellier was born and raised locally in Roadwater and has been a resident of Watchet since 2015. She brings strong local insight and a clear commitment to community life to her role. After achieving a Distinction in Advanced Business Studies at West Somerset Community College, she spent 11 years in the banking sector, progressing to become a fully qualified mortgage adviser. She joined the council in 2016 as an administrative support officer, was promoted to clerical officer within a year, and advanced to deputy clerk in 2022. During that time, she gained her CiLCA qualification. In January 2024, she was appointed clerk and responsible finance officer, combining financial expertise with in-depth experience of council operations and governance.

Vanessa Lowe has been clerk to Alcester Town Council since March 2017 and brings over a decade of experience in local government, having previously served 11 years as clerk to Welford-on-Avon Parish Council. A long-standing resident, she is CILCA-qualified and holds the statutory role of responsible financial officer, overseeing the council's governance, finances and staff management. She provides independent, professional advice to councillors and ensures the smooth running of council business, while also leading the council office team in supporting residents, members and partner authorities.
