Lisa Etchell is the projects officer at the National Association of Local Councils, overseeing and managing all aspects of the Local Council Award Scheme administration and the national panel assessors. She has an experienced background in local government within the areas of democratic services, scrutiny and committee clerking and has successfully managed the administration of various learning and development programs.

Member services manager, National Association of Local Councils
Anders Hanson is the member services manager at the National Association of Local Councils, bringing extensive experience in community engagement, tourism, event management and training. With a strong background in managing geographically dispersed teams and revitalising volunteer groups, he is adept at building rapport with diverse stakeholders, from local opinion formers to high-profile public figures, and providing clear briefings on complex issues. Anders has planned and delivered conferences and training programmes, driven community engagement initiatives, and worked to influence decision-makers through well-designed campaigns, making him a highly versatile and results-focused professional in the local government sector.

Town clerk, Ware Town Council
Terry Philpott is the clerk of Ware Town Council, where since 2019 he has led the strategic and operational management of the council, overseeing 15 core staff and a seasonal team of up to 50 lifeguards and hospitality staff, with an annual budget of around £2 million. Reporting directly to the council, he is also responsible for Ware Priory, a 13th-century Grade I listed building set within seven acres of public parkland, for which the council acts as sole managing trustee. Recognised for his leadership and innovation, Terry was named Star Council Awards Clerk of the Year in 2022 and under his leadership Ware Town Council achieved the Gold Award under the Local Council Award Scheme. With extensive senior-level experience across the local government, charity, corporate and independent business sectors, he combines strategic and commercial acumen with strong analytical, financial, planning and organisational skills.
