Does your parish, town or community council or county association want to empower residents to give something back to their community and get involved in shaping their local place? Join this event to hear insights and ideas to encourage residents to stand for election in your local area.
We need people from all backgrounds and experiences who reflect the communities they serve to put themselves forward for election. This joint NALC Make A Change and Local Government Association Be A Councillor event aims to share good practice, ideas and what has worked well in the past to enable parish, town and community councils and county associations to encourage a diverse range of people to run for office in the forthcoming elections.
This unique free event, coinciding with European Local Democracy Week 2025, will provide a valuable opportunity to learn about how parish, town and community councils and county associations can promote the work and role of councillors in their communities.
A panel of experts from the local government sector will share their insights, experiences, and advice. You will have the opportunity to ask questions and engage in discussions with representatives from councils which have held elections in recent years, and find out how your parish, town and community councils or county association can help residents to change their place for good.

County officer, Buckinghamshire and Milton Keynes Association of Local Councils

Adviser, Local Government Association
Poonam Mistry is an experienced adviser at the Local Government Association (LGA), where she plays a pivotal role in designing and delivering senior leadership development programmes across local authorities. Her work spans both political and senior officer development, ensuring that local government leaders are equipped to address evolving sector challenges. In addition to her core advisory responsibilities, Poonam is a committed advocate for equality and representation. She currently serves as co‑chair of the LGA Race Equality Network, a role in which she champions initiatives aimed at promoting inclusivity and supporting the progression of underrepresented groups within local government. This leadership extends her influence beyond programme delivery into driving cultural change at organisational and sector-wide levels.

Clerk, Carn Brea Parish Council
Andrew Moyle‑Browning is the clerk and responsible financial officer at Carn Brea Parish Council, based in Cornwall. He oversees the council’s administrative operations, financial management and community engagement. Before moving into local government, Andrew built over 15 years of experience in area and regional management across the retail sector. He studied at Westminster University and is noted for his commitment to public service and local community leadership.

Leader, Test Valley Borough Council
Cllr Philip North is the leader of Test Valley Borough Council and holds the strategic regeneration and partnerships portfolio. As a long-serving elected member for Bourne Valley ward, he has guided the council’s direction since becoming leader in 2017, overseeing key regeneration schemes, business engagement and strategic partnerships across the borough. In addition to his council duties, he works as a parliamentary assistant in communications, bringing strong skills in communication, stakeholder management and strategic leadership to both roles. Cllr North is committed to delivering local economic growth, improving public services and enhancing community well-being through collaboration between councils, businesses and residents.

Democratic services manager, Test Valley Borough Council
Emma Silverton is the democratic services manager at Test Valley Borough Council, bringing a strong background in local government, public administration and democratic governance. She is responsible for overseeing the conduct of council meetings, ensuring compliance with procedural and statutory requirements, supporting councillors and committees, and maintaining high standards of transparency and public accountability. Educated at the University of Plymouth, Emma has significant experience in coordinating democratic processes and stakeholder engagement, helping to ensure effective decision-making and communication between councils and the community.

County officer, Buckinghamshire and Milton Keynes Association of Local Councils
With over eight years of dedicated service in local government, Melinda Woof leads strategic initiatives as county office. She plays a central role in coordinating policy, communications, and collaboration across the region’s parish and town councils. She joined the Buckinghamshire and Milton Keynes Association of Local Councils in February 2017, and has since grown into a trusted advocate and administrative leader. Through this period she has supported local governance structures in Aylesbury and beyond, helping stabilise and advance community engagement frameworks.
