NALC and British Toilet Association launch national survey on public conveniences

We have teamed up with the British Toilet Association (BTA) to launch a national survey to find out parish and town councils' experiences with public conveniences they currently manage or may manage in the future.

The BTA joined our Policy Committee meeting on 16 October 2025, where they provided an update on their work supporting public conveniences across the local government sector. At the meeting, they proposed a joint survey with NALC to better understand the current situation for parish and town councils, particularly around liability transfers, limited financial resources, and the broader context of local government reorganisation across England.

Through this survey, we aim to build a clearer national picture of how parish and town councils are managing public conveniences (financial, operational, and asset aspects), the impact of ongoing or planned transfers of responsibility from principal authorities, and emerging trends and challenges in this vital local service area.

Currently, no single database captures this information, making your input crucial to inform future lobbying and policy work on behalf of the sector.
