NALC champions a positive approach to artificial intelligence

We have called on parish and town councils to take a balanced and forward-looking approach to artificial intelligence (AI), highlighting its potential to strengthen local democracy and improve services.

Speaking at a recent ScribeSpaces event exploring the future of parish and town councils, our chief executive Jonathan Owen acknowledged concerns around misinformation, deepfakes and public trust but stressed that AI should not be viewed solely through the lens of risk. He said, "AI is not inherently a threat to democracy", arguing that its impact will be determined by how it is designed, governed and used.

Using the familiar optimism and pessimism that surrounds every World Cup, we encouraged parish and town councils to look beyond worst-case scenarios and consider how AI could help them better serve their communities.

We outlined a range of practical benefits, including reducing administrative burdens, improving access to information and enabling councils to engage more effectively with residents. Rather than replacing human judgement, AI should support councillors, clerks and council staff by freeing up time to focus on leadership, decision-making and community priorities.

We also highlighted AI's potential to help parish and town councils navigate increasingly complex legislative and financial requirements. For smaller councils in particular, it could provide valuable support in analysing consultation responses, streamlining processes and delivering services more efficiently.

Looking ahead, we suggested AI could help parish and town councils better evidence their contribution to health, wellbeing and community cohesion, strengthening the case for funding and greater recognition of the sector's impact.

We concluded AI has the potential to make local democracy more accessible, responsive and inclusive when implemented responsibly, with the needs of communities at its heart.

The ScribeSpaces event brought together local government practitioners and sector leaders to discuss the opportunities and challenges AI presents for the future of town, parish and community governance.
