New NALC advice note prepares parish and town for Martyn’s Law implementation

The Martyn’s Law Steering Group has published a new in-depth advice note to help parish and town councils prepare for the Terrorism (Protection of Premises) Act 2025, known as Martyn’s Law.

The third advice note in the series is a more detailed how-to guide, providing background on the Act, explaining how it relates to parish and town councils, its key requirements, understanding the threat from terrorism, and focusing on wider practical emergency planning.

The advice note explains the concepts of publicly accessible locations and wider public participation, clerk reporting and council recommendations, community resilience planning and business continuity, support and resources available, and next steps.

The group is committed to developing future tools and templates to help parish and town councils navigate Martyn’s Law more easily.
