Parish and town councils at the heart of the UK Town of Culture 2028 bids
More than 60 parish and town councils across England have stepped forward to champion their communities, submitting expressions of interest to become the UK's 2028 Town of Culture, a powerful demonstration of the sector's leadership, ambition and creativity.
The government-led initiative shines a spotlight on the vital contribution towns make to the nation's cultural life, and the response from parish and town councils reflects the depth and diversity of activity already taking place on the ground. From grassroots arts and heritage projects to community-led festivals and events, parish and town councils are at the heart of building local identity, strengthening pride, and enhancing wellbeing.
Open to towns of all sizes, the competition invited initial submissions by 31 March 2026, with a shortlist expected this spring. Those selected will go on to develop full applications over the summer, ahead of a final decision in early 2027. Alongside the overall Town of Culture title, additional awards will recognise outstanding achievements across small, medium and large towns, ensuring the full breadth of local innovation is celebrated.
This remarkable level of engagement highlights the growing confidence of parish and town councils in using culture as a catalyst for regeneration, economic growth and community cohesion. It also reinforces their unique role as place-shapers, bringing together residents, organisations and partners to create vibrant, inclusive and forward-looking communities.
As the competition progresses, it will offer a valuable opportunity to showcase the transformative impact of parish and town councils and the communities they serve, placing towns firmly at the centre of the UK's cultural story.
