Annual General Meeting
County associations appoint voting representatives to govern the work of NALC through its Annual General Meeting (AGM) and National Assembly, which in turn elect the officeholders and committees. The AGM, National Assembly, and committees set the strategic objectives of NALC and determine its services and resource needs.

National Assembly
The National Assembly consists of one member appointed by each county association who must be an elected member of a local council, which is in the membership of a county association. The primary objective of the National Assembly is to oversee the delivery of NALC's objectives as set out in the constitution, represent the interests of the local councils in England, and provide support and coordination to all aspects of the work of local councils.

Task and Finish Group — Governance
As part of the National Assembly, a Task and Finish Group was created to look into NALC's governance such as elections processes and committee structures.

Management Board
The role of the Management Board is to oversee the overall management of NALC. The Management Board recommends a three-year rolling budget to deliver the strategic objectives, set affiliation fee level, remuneration and conditions of service for employees of NALC, ensure NALC's corporate governance framework reflects good practice and sound running, and specifies and monitors the level and quality of services for which NALC is responsible.

Finance and Scrutiny Committee
The Finance and Scrutiny Committee's main functions are to monitor the overall financial performance of the budget; to settle and keep under review the format and presentation of the NALC's budgets and the financial parts of the annual report; to recommend the appointment of external auditors, to secure the implementation of any measures recommended by the external auditor; to order, regulate and supervise NALC's finances.

Policy Committee
Policy Committee guides NALC in formulating and reviewing its national policy objectives. They consider, adopt, amend, or reject proposals for developing national policy for local councils in England based on policy resolutions (and surveys undertaken) from county associations. Where appropriate, they refer such matters to the National Assembly/AGM for further consideration and action.

Larger Councils Committee
The Larger Councils Committee represents the needs of larger councils, defined as those with an electorate of over 6,000 and/or an annual budgeted income of £600,000. It develops, formulates and responds to the policy issues affecting larger councils within NALC's overall framework. It provides, by direct access, a full range of national services, including legal advice, and provides networking opportunities for elected members, clerks and staff of larger councils in terms of conferences, seminars and training courses.

Smaller Councils Committee
The Smaller Councils Committee represents the needs of smaller councils, which are defined as those with an electorate of under 6,000. Its function is to enable smaller councils to be provided, through county associations, with the tools and information to carry out their functions effectively, with the minimum of cost and complexity and to develop, formulate and respond to the policy issues affecting smaller councils within NALC's overall framework, including the ability to recommend directly to the Policy Committee.

Improvement and Development Board
The Improvement and Development Board develops the strategy for and oversees improvement and development initiatives in the local council sector in England, including the Local Council Award Scheme and National Improvement Strategy. It was established in 2013 by an agreement between NALC and the Society of Local Council Clerks (SLCC).
